Rich Graham

PRESIDENT

Rich Graham has been a Tracy Police officer since 2005 and is currently assigned to the Tracy Police Department’s Community Preservation Unit which focuses on community engagement with local youth, elderly, and businesses.  Rich has been involved with Tracy PAL since 2021 and is currently on the Tracy PAL board in the role of president. Rich coached youth soccer and basketball for over 10 years and has two daughters.  In his spare time, Rich enjoys running and traveling.   Rich believes “Tracy PAL has the ability to positively interact with youth in our community and leave a lasting impression on those who will mold the future”.   Rich hopes to continue and grow Tracy PAL,  building on the prior board’s successes and momentum.
Alex Contreras

Alex Contreras was raised and resided in Tracy for most of his life, attending all Tracy schools. Alex came to the Tracy Police Department from the City of Ripon in 2019. Alex has been involved with Tracy PAL since 2021 and is currently the vice president. Alex is currently a school resource officer and a member of the SWAT team. Alex has coached youth sports in the Tracy community for 12 years and is known as a “coach” to the youth. Alex is excited to bring different activities to the community and establish a strong relationship with the next generation.
Charles Baker

SECRETARY

Officer Charles “Chuck” Baker currently serves as Secretary for the Tracy Police Activities League. In 1999, he was an at-risk youth counselor and a chaplain for the Redding Police Department when he decided to become an officer. He put himself through the Butte Police Academy in 2002 (where he was elected Class President) and was hired by the Escalon Police Department. In addition to patrol, he served as a School Resource Officer and was awarded Officer of the Year in 2003. He then made a lateral move in 2004 to the Tracy Police Department. In addition to patrol, he has been a School Resource Officer and served on the Tracy PD Special Olympics committee as an event organizer and fundraiser. He has also volunteered as a gang and drug abuse presenter for the Oglala Lakota Sioux Nation, his Native American Indian tribe. In 2010, he was awarded the California State Juvenile Officer’s Association (CSJOA) Al Trader Service Award and was nominated President, where he served two terms. While in the Traffic Motor Officer Unit, he won First Place in the Harley Davidson division of the Manteca Motorcycle Skills Challenge. He is married to Shauna Baker and together they have five kids; Kyle, Samantha, Marlee, Chad, and Jake.
Cherise Acosta

Cherise Acosta has been with the Tracy Police Department for 7 years, first serving in the capacity of an Animal Control Officer until May 2021 when she was promoted to Crime Prevention Specialist. As the Crime Prevention Specialist, she works closely alongside the Neighborhood Resource Officers, School Resource Officers and is actively engaged with the community; she oversees the Tracy Volunteers in Police Services (VIPS), plans community events, facilitates presentations, oversees Neighborhood Watch Groups, and forms relationships with Tracy’s community members and businesses. She married her high school sweetheart in 2007 and together they fostered to adopt both of their sons. Being introduced into the world of foster care and facing the challenges that come with raising drug-exposed children was life-changing for Cherise. It became one of her life’s missions to not only help her sons reach their full potential but to do her part to make a difference in her community and help provide opportunities for other children in need to reach their full potential too.
Sofia Tellez

SERGEANT AT ARMS

Sofia Tellez has been part of the Tracy PAL Board since 2021. Sofia has been an Officer with Tracy since 2019. She currently is assigned to the General Investigations Unit. Sofia began her Law Enforcement career in 2013 at San Mateo County Sheriff’s Office as a Correctional Officer. She promoted and worked as a Deputy prior to lateraling to Tracy PD. Sofia was interested in Tracy PD because of the Community relations. She is married and finding her groove as a new mom. She is excited to help the Tracy Youth.
